Cuba and Bolivia are among the 13 new members of the BRICKS economic bloc

“The BRICS have emerged as a fundamental actor of growing relevance, authority and leadership in the global geopolitical scenario and a real hope for the countries of the South in their complex path towards the achievement of a more just, democratic, equitable and sustainable international order.”
This was stated by the member of the Political Bureau of the Communist Party of Cuba and Minister of Foreign Affairs, Bruno Rodríguez Parrilla, while speaking at the recently concluded 16th Summit of that alternative bloc, in the Russian city of Kazan.
He emphasized the Group’s contribution to the change in the financial architecture, with a New Development Bank that makes these resources available under more favorable conditions. He also highlighted the role in the reduction of monetary imbalances and the counterweight to the U.S. dollar, used as an instrument of pressure.
Rodríguez Parrilla pointed out the coincidence between Cuba’s points and the Final Declaration: “We are pleased to see that the BRICS have among their priorities the confrontation of the current world food and energy crisis, with very positive experiences, the results of which have been validated in many of its member states.”
Likewise, he pointed out the advantages of the Island’s geographic position to facilitate the access of the nations of the bloc to important markets in Latin America and the Caribbean, as well as to establish strategic partnerships.
He recalled the insertion of the largest of the Antilles in initiatives promoted by members of the Group, such as the Belt and Road and Global Development, proposed by China; while in the Eurasian Economic Union it plays the role of Observer.
The Foreign Minister reiterated the deep concern and condemnation of the genocide in Palestine and the escalation in the Middle East, consequences of the aggressiveness and impunity of the State of Israel, with the support of the United States.
He also repeated his support for the joint initiative of China and Brazil towards a constructive and peaceful diplomatic solution to the conflict in Ukraine. He expressed opposition to unilateral coercive measures against Russia, and to the supply of arms and funds to fuel the war.
Expressed support for Sandinista Nicaragua against interference in its internal affairs and solidarity with the campaigns and measures directed against the Bolivarian Republic of Venezuela and the leadership of the constitutional president Nicolás Maduro Moros.
The Final Declaration, approved unanimously, contains 134 goals for 2025, announced by Russian President Vladimir Putin at Wednesday’s plenary meeting. The document summarizes the results of the Russian Presidency of the BRICS and the priorities for the future.
With regard to the content of the text, the host president underscored the comprehensive analysis of the problems of the world and the benchmarks defined for long-term interaction. He also stressed the importance of continuing to strengthen solidarity and cooperation among its members, based on common interests.
He considered it a key element to expand partnership with developing countries, as it will contribute to strengthening global cooperation. To increase their contribution to the world economy, they called for a reform of the Bretton Woods institutions. Indeed, such decisions can lay the foundations for a multilateral order with greater justice and democratic openness.
The agreement to study the possibility of an independent cross-border payment and deposit system, called BRICS Clear, is of great significance, as it would complement the Group’s existing financial infrastructure.
Putin detailed that the new system would be based on an exchange of information developed between central banks. “This is an analog of swif,” he explained. If this idea is translated into concrete terms, it would be lapidary for the interests of the United States and the dollar.
On the other hand, they valued the construction of a single transportation platform, to guarantee multimodal logistics between them.
NEW PARTNERS
One of the key milestones of the Summit was the entry of 13 new nations, two of them located in Latin America: Cuba and Bolivia.
“The incorporation of these new partner countries is perceived as a sign that the BRICS seek to strengthen multilateral cooperation to expand their influence in the international arena,” assured in its X account, the Bolivarian Alliance for the Peoples of Our America, Peoples’ Trade Treaty (ALBA-TCP).
In Telegram, hours before the transcendental announcement, the executive secretary of the regional organization, Jorge Arreaza, said that these decisions will contribute to the articulation of the “new and necessary multipolar world.”
Regarding the entry of ALBA members, he considered it a significant contribution for both parties, a win-win link. He highlighted the similarity of values between both blocs, such as respect for sovereignty, collaboration and economic complementarity.
Arreaza mentioned potentialities of the Latin American organization: Petrocaribe in the energy sector; the ALBA Bank, an instrument of solidarity development; in addition to fair trade mechanisms and joint productive processes, as opposed to capitalist transnationals and neoliberal schemes.
He also highlighted how, through the new stage of Agroalba, they will share experiences in food processing with the Global South. He also praised counter-hegemonic media, including Telesur, and the promotion of multiculturalism.
“The ALBA is also a moral force of resistance and liberation, which has demonstrated an infinite capacity to unite for life with human, ethical and anti-imperialist criteria, a few miles away from the U.S. empire itself,” he concluded.
According to the BRICS News account on X, the list of nations added as partners is completed by Algeria, Belarus, Indonesia, Kazakhstan, Malaysia, Nigeria, Thailand, Turkey, Uganda, Uzbekistan and Vietnam.

Distinguished authorities of the United Arab Emirates and the Emirate of Dubai,

Dear heads of government delegations, guests and representatives of other sectors,

On behalf of the Cuban delegation, I thank the warm hospitality of the people and Government of the United Arab Emirates and the opportunity to participate in this new edition of the World Summit of Governments.

Excellencies,

Humanity has reached an unimaginable scientific and technical potential; however, never before has the world been so unequal and inequality so deep.

A new, more just, democratic and equitable international order could ensure decent living standards for present and future generations.

The current multidimensional crisis in the world is aggravated by geopolitical conflicts and wars for the control of natural resources, which are serious threats to human survival.

In this context, Cuba reiterates its solidarity and unwavering support for the brotherly Palestinian people in the face of the genocide being committed in their illegally occupied territories.

Distinguished delegates,

Science, technology and innovation must be essential components of the political debate associated with development.

The Summit of Heads of State and Government, held in September 2023 in Havana, under the Cuban presidency of the G-77 and China, achieved a substantive debate on the transcendental role of science, technology and innovation in the context of today’s enormous development challenges.

The final Declaration adopted at the Summit includes a set of practical actions to address these pressing problems from a Southern perspective.

The recent summit in Havana and this summit in Dubai have important points of convergence, which we must build on and enhance.

Distinguished colleagues:

Digital transformation must be developed to respond to the needs of our peoples.

Financing is required for investments in infrastructure, services, training and technology transfer without conditionalities, which increase the capacity for science, technology and innovation of our countries.

Within this framework, Artificial Intelligence must be a facilitator and promoter of sustainable development. It must help to promote equality between men and women, and the promotion of human rights.

It is also necessary for all actors to be aware of the ethical dimension of the use of these technologies and to encourage global debates on their regulatory framework, international governance and other key issues.

Artificial Intelligence will have an increasing impact on all aspects of our lives and we need to prepare for it.

We are entering a new era that offers enormous possibilities, but also great challenges that have not yet been fully addressed.

For example, it is imperative to prevent Artificial Intelligence and Information and Communications Technologies from being used for criminal purposes, discrimination, hate speech and violence, among other scourges.

Another challenge to overcome is the high concentration of advanced digital production technologies. Only ten economies are responsible for 90% of all world patents in this area.

The increasing privatization of knowledge must stop, as it poses limitations to progress and scientific solutions to problems, in addition to aggravating the socioeconomic conditions of developing countries.

Excellencies:

I would like to briefly refer to Cuba’s experience and challenges in some of the issues that summon us here.

We have consolidated a system based on science and innovation, in all fields, as fundamental pillars of the government’s management in Cuba.

This entire system provides for a systematic dialogue between scientists, experts and academics with the Government, as well as interaction with other social actors to ensure that science and innovation fulfill the social functions that the country requires for its development.

In addition, our country has been promoting education in a sustained manner, particularly higher education, and has great scientific and technological potential and capabilities.

The challenge of the pandemic demanded from the country the strengthening of technological sovereignty, particularly in the field of Health, which bore fruit, as its best expression, with the creation of three Cuban vaccines and two other vaccine candidates against COVID-19.

We were victorious in that hard fight and were able to support other countries, both with vaccines and with specialized human resources.

We have done all this under very difficult conditions. For our country, the task of development is especially hard. The economic, commercial and financial blockade of the United States against Cuba has just completed 62 years. It is the greatest obstacle to our development and a flagrant and systematic violation of the human rights of our people.

I take this opportunity to thank, once again, the solidarity of the peoples and governments of the world in our struggle against the blockade.

In spite of all the obstacles, we will continue to carry out the necessary transformations in the economy and society.

We are working on strengthening the entrepreneurial system, increasing agricultural production, diversifying the economic actors with the creation of micro, small and medium-sized private enterprises, and a broad legislative update, among other actions, as part of the implementation of the Government’s projections to correct distortions and boost the economy.

In parallel, social innovation policies associated with increasing popular participation in the conduct of public affairs are being developed to fight inequalities and promote greater social justice.

Excellencies:

We have the most absolute conviction that it will not be possible to advance towards a sustainable way of life, in harmony with nature, without promoting international solidarity as a human right and, within it, cooperation and complementarity as basic premises.

It is unacceptable that, in the midst of the most colossal scientific and technological development of all times, the world has gone back three decades in the reduction of poverty and hunger.

We cannot seriously speak of technological progress or equitable access to communications when more than 84 million children are still out of school and more than 660 million people have no electricity.

Excellencies:

I invite you to work for a world of peace, which will allow for the full development of our societies.

Our Government will continue to promote solidarity, complementarity, cooperation and dialogue among peoples to show that a better world is possible.

Cuba will continue to be the rebellious, dignified and sovereign island, with which humanity can continue to count on to demonstrate that Yes we could, yes we can, and we always can!

Brotherhood and common good on the agenda of Iran and Cuba

Tehran-The meeting between the First Secretary of the Central Committee of the Communist Party of Cuba and President of the Republic, Miguel Diaz-Canel Bermudez, with the leader of the Islamic Revolution of Iran, Ayatollah Seyed Ali Khamenei, yesterday afternoon, was like a symbol to seal the first part of an official visit in which brotherhood and common good prevailed.

“We must take advantage of the existing political and economic capabilities between Iran and Cuba to form a union, a coalition between countries that share the same position against the impositions of the US and Westerners,” Ayatollah Khamenei expressed on the social network X.

Delving into the historical links between the Iranian and Cuban processes, the leader of the Islamic Revolution added that “22 years ago I met with Mr. Fidel Castro. The Cuban Revolution and the figure of Castro always had a special attraction for the Iranian revolutionaries, since before the triumph of the Islamic Revolution. The reason was his sincerity in his revolutionary positions”.

In the same social network, Díaz-Canel highlighted the honor of being received by the Supreme Leader of the Islamic Revolution of Iran, Grand Ayatollah Seyed Ali Khamenei, and referring to the evocation he made of his meeting with the Commander-in-Chief, he ratified “the will to continue developing relations of friendship and cooperation between our countries”.

The website of the Presidency informed that, during the day, the Caribbean dignitary was received by the Iranian President, Ayatollah Seyyed Ebrahim Raisi, with whom he had a private dialogue, and then both participated, with their delegations, in the talks, which resulted in important economic agreements.

He also met with Mohamad Baqer Galibaf, president of the Islamic Consultative Assembly; visited the Pasteur Institute, and toured the Iranian Science and Technology Pavilion, where he could appreciate the productive and scientific capacities that this country has generated for development and also in response to the siege and sanctions that the Western powers, led by the US, have imposed on it.
